Flaking paint

My GMC has typical 90's paint flaking issues, I was considering feathering the edge and hoping that the paint will stick so my new paint won't fly off, but would I be better off getting the entire truck down to bare? Maybe just use a pressure washer to spray off as much flaked paint as possible and then start from there? Opinions?

I have run into that problem. I hit the paint with an air compresser, 100psi or higher and see what comes off. A good power washer would probably work also. Then try a D/A sander with 40 or 80 grit. Then hit it with air air again. Whats ever left I would just feather out and hope for the best.
