Rust paint? or sanding?

Hello I have a project car. Its a 1979 camaro Z28 and I was wondering what rust paint does exactly? currently my car is already covered in all primer from the previous owner. Unfortunately there is still rust on some of the panels. I was planning on painting it with some tremclad paint. If I sand everything down and paint it with rust paint will that fix everything? or will I have to sand it down, re prime and fix all of the rust and then re sand it down to paint it the color I want to?

fix all your rust, prep the rest of the body then go with the tremclad.

You need to get rid of the rust before you go any further. Then you can reprime an dpaint.
