Tonka truck

Sprayed a old Tonka of mine many years ago with Hammerite. A friend liked what he saw. (not sure why? LOL) Dropped off his childhood Tonka dump truck for me. I've toyed with it (no pun intended) off and on but not gotten very far. It was really rough and latex house paint over the dents. I dipped it in muriatic acid, after the Lye bath didn't work so well. Its now got a few coats of Rustoleum bomb can black.
(his choice-black that is) and the dump came out not so good.
Here is the part where I need help! Smile
Can I spray Rustoleum primer over the black Rustoleum so I can get it smooth again? Then respray it black?

And I'm not sure I will tackle the requested flame. But if I did. How would I go about that? Ideas? I think waterslide decals would be best.
