A Sanding Question?

I have a question for someone that might know a "trick" to maybe soften paint some or something - - - this is why I ask, when I get to prepping my car there is a
hardened drop of paint maybe 3/8" in diameter on the hood, a sign of the cheapO/crappy paintjob I had put on 5-6 years ago. Is there someway to shorten the time needed to
sand all the way down thru this droplet to get that area smooth - maybe like put lacquer thinner on it for awhile???

either use a rough grit like 220 then featheredge with a finer paper. or use a razor blade to take the majority off and then sand it even
