Paint is peeling

I am repainting the black on the bottom and fender flares of my Cherokee and the paint is peeling in spots while its wet. I had this happen once before on the front bumper and I sanded it all off and cleaned it really good with thinner and after that it was good, but I did the same thing on the bottom and today I went to paint it after cleaning with thinner and it bubbled again. I am rattle canning rusto gloss black onto stock bc/cc all sanded down with 400 grit and cleaned with thinner. any help as I am just touching up the black to sell the jeep.

What kind of "thinner" are you using. I ask because I have wiped down with lacquer thinner and painted after it looked dry and had lots of problems. Turns out that even tho it "looked" dry there still was residue left and it was still degassing and since it was hotter than the enamel, it lifted. The only other things I could think of is some kind of cantamination such as wax or silicone or maybe something picked up on the road.

its low odor mineral spirits. I used a degreaser last night and dish soap and cleaned the crap out of it and the paint came out alot better but there are some spots and I think its that the mineral spirits werent dry all the way.
